MASTER: bright PSN discovered in Argentina

MASTER OT J220101.36-401526.7 discovery - bright PSN in PGC163625
MASTER-OAFA (located in Argentina) auto-detection system ( Lipunov et al., 2010, Advances in Astronomy, vol. 2010, 30L ) discovered OT source at (RA, Dec) = 22h 01m 01.36s -40d 15m 26.7s on 2016-10-31.08091 UT.
The OT unfiltered magnitude is 16.9m (mlim=19.9m).
The OT is seen in 3 images. There is no minor planet at this place.
We have reference image without OT on 2016-08-29 22:22:17UT with mlim=20.6 in MASTER-SAAO database, on 2016-09-22 20:59:35UT with mlim=20.4.
This PSN is in 54.2" from bright PGC163625 with Btot=16.3, LogD25=0.76(in 0.1arcmin) . The second possib. scenario is new CV with ampl>5.1mag (no known VIZIER sources)
Spectral observations are required.
