We report the optical spectroscopic confirmation of the recent M31 nova candidate M31N 2016-09b (= J00421729+4109444), announced in ATels #9552 and #9559. The spectral data were obtained on 2016 Sep. 27.96 UT using the Russian BTA telescope equipped with the SCORPIO spectrograph. The spectrum was taken with a resolution of 5.3 Å in the 4050 - 5850 Å range.

Photometry of the nova obtained shortly prior to the BTA spectrum with the same device gave B = 18.32 ± 0.07, V = 18.06 ± 0.07, Rc = 18.02 ± 0.08.

The nova shows Balmer emission lines, numerous Fe II lines, as well as the Mg II (4481 Å) line. The lines show P Cyg profiles. The difference between the emission line peak and the blue edge of the P Cyg is 900-1000 km/s for H-delta, H-gamma, and H-beta, about 1200-1300 km/s for the strongest Fe II lines, and 1450 km/s in Mg II. The width of the hydrogen lines (FWHM, emission component) is 550-700 km/s, corrected for spectral resolution. We conclude that this M31 nova belongs to the Fe II class type.
