Analysis of ROTSE-III sky patrol fields reveals a probable new CV which we designate ROTSE3 J154041.5-002703.2. The object was first detected in unfiltered CCD images taken on January 9.13 UT using the 0.45m ROTSE-IIId telescope at the Turkish National Observatory at Bakirlitepe, Turkey. The position of the object is (J2000) RA: 235.17297, DEC: -0.45089. Discovery images indicate a brightness of 15.2 magnitudes. We later observed the object at 15.5 and 16.3 magnitudes on January 13.48 UT and January 16.49 UT, respectively with the ROTSE-IIIb telescope at McDonald Observatory, Texas. The object has a blue stellar counterpart in SDSS with r* = 21.58 magnitude. We tentatively interpret, based on the light curve, that this optical transient is an outburst of a galactic CV.
