MASTER-IAC auto-detection system ( Lipunov et al., "MASTER Global Robotic Net",Advances in Astronomy, 2010, 30L )
discovered OT source at (RA, Dec) = 20h 16m 37.86s +42d 06m 14.9s on 2019-10-28 22:09:53.197 UT.
The OT unfiltered magnitude is 17.6m (limit 19.6m).
The OT is seen in 6 images. There is no minor planet at this place.
We have reference image without OT on 2015-09-16.70337 UT with unfiltered magnitude limit 19.1m.
There is no OT in USNO-B1, it means 22m in POSS history and more then 4.4m of current outburst amplitude
Spectral observations are required.
