MASTER OT J233104.07-214815.6 discovery - BZQJ2331-2148 blazar's optical flare, detected during Fermi 502272781 trigger inspection (Lipunov et al., GCN #20237)

MASTER-SAAO auto-detection system ( Lipunov et al., "MASTER Global Robotic Net", Advances in Astronomy, 2010, 30L ) discovered OT source at (RA, Dec) = 23h 31m 04.07s -21d 48m 15.6s on 2016-12-01.78880 UT.
The OT unfiltered magnitude is 17.7m (mlim=19.5).
The OT is seen in 3 images made during Fermi 502272781 trigger inspection by MASTER.
We have reference images on 2016-10-18 21:24:18UT (mlim=19.2), on 2015-09-13.88900 UT with unfiltered mlim= 19.7m in MASTER-SAAO, and on 2016-11-18 22:12:38UT in MASTER-IAC with marginally seen OT (USNO B1 source with B2=20.18, R2=20.29, BZQJ2331-2148 blazar, source from Swift catalog (D'Elia+, 2013), radio source, etc.).
Spectral observations are required.
