MASTER-IAC: bright dwarf nova outburst

MASTER OT J193808.47+543155.7 discovery - dwarf nova outburst, ampl>3.2m
MASTER-IAC auto-detection system ( Lipunov et al., "MASTER Global Robotic Net",
Advances in Astronomy, 2010, 349171 ) discovered OT source at (RA, Dec) = 19h 38m 08.47s +54d 31m 55.7s on 2016-03-20.19655 UT.
The OT unfiltered magnitude is 16.2m (limit 18.9m).
The OT is seen in 3 images. There is no minor planet at this place.
We have reference image without OT on 2015-09-23.93564 UT with unfiltered magnitude limit 18.8m.
There is GALEX source in 1.7" (and USNO-B1 star with possible PM in 2.5 " with B2=19.67 and R2=19.29)
so we suggest outburst's ampl>3.2m (MASTER unfiltered magnitude is calibrated to USNO-B1 w=0.2B+0.8R)
Spectral observations are required.
