New Cataclysmic Variable detected by MASTER

MASTER OT J154047.67+683151.7 - new CV
MASTER-Tunka auto-detection system discovered OT source at (RA, Dec) = 15h 40m 47.67s +68d 31m 51.7s on 2013-09-25.78650 UT. The OT unfiltered magnitude is 15.7m (limit 18.2m). The OT is seen in 6 images. There is no minor planet at this place. We have reference image without OT on 2011-02-26.91624 UT with unfiltered magnitude limit 19.8m.
The OT is within 1" of the faint blue star USNO-B1.0 1585-0139108 (15 40 47.473 +68 31 51.91 B2=19.94 R2=20.14). Color-combined DSS finder chart is uploaded to http://master.sai.msu.ru/static/OT/J154047+683151-BRIR.jpg (10'x10' FOV). There is also an UV counterpart GALEX J154047.4+683152 (NUV=22.10+/-0.45). Nothing is present at this position in 1RXS, 2MASS, GCVS and AAVSO VSX. This area of sky in Draco is not covered by SDSS, NEAT and CRTS.
Based on the blue color and amplitude of variability we conclude that MASTER OT J154047.67+683151.7 is a new cataclysmic variable (dwarf nova in outburst). Follow up observations are required.
