We have recently shown that VLBI-selected radio-bright AGN are highly probable neutrino associations (Plavin et al., 2020, 2021) with neutrinos being generated within their central parsec-scale region. IceCube collaboration has detected a new neutrino event (IceCube-211116A) of 161 TeV which passed the selection criteria used in our analysis. No Fermi LAT association was reported. The closest radio blazar within the error region to IceCube-211116A neutrino candidate is found to be 0250-001 (J2000.0 positions RA=02:53:21.0354, Dec=+00:05:59.948) at z=1.00. Its archival observations in 2006 with the VLBA at 8 GHz show a very compact structure with an unresolved core of 0.4 Jy and about 100% core dominance. Its RATAN-600 continuum spectrum at centimeter wavelength was slightly rising towards 22 GHz at the level of 0.2-0.3 Jy in October 2019. On the basis of available VLBI catalogs this source is the brightest within the IceCube error region which makes it a highly probable neutrino association. We have triggered monthly RATAN-600 observations of 1-22 GHz continuum spectra and VLBA observations of parsec-scale structure at 15, 24, and 43 GHz of 0250-001. We encourage multi-band observations of the blazar.
