MASTER: new bright high amplitude OT

MASTER OT J191310.16-472458.8 discovery - new OT with ampl>6.2m

MASTER-SAAO auto-detection system ( Lipunov et al., "MASTER Global Robotic Net", Advances in Astronomy, 2010, 30L )
discovered OT source at (RA, Dec) = 19h 13m 10.16s -47d 24m 58.8s on 2020-08-18.77586 UT.
The OT unfiltered magnitude is 15.8m (mlim=20.1).
The OT is seen in 3 consecutive images (different areas at CCD) with constant brightness. There is no minor planet at this place.
We have reference image on 2015-03-20.06550 UT with unfiltered mlim= 20.4m, and nearest in time on
2020-08-14 19:04:54UT with mlim=19.7.
There is no any sources in MASTER database since February 2012 (MASTER-ICATE, -OAFA) and in VIZIER database, that gives 22m POSS limit in history and more then 6.2m of current outburst amplitude value.
Spectral observations are required.
