IceCube-190730A: MASTER alert observations and analysis

MASTER Global Robotic Net (http://observ.pereplet.ru, Lipunov et al., 2010,Advances in Astronomy, vol. 2010, 30L)
started IceCube-190730A (Stein et al. GCN #25225) alert observations (Lipunov et al. GCN #25231) 28s and 56s after notice time at MASTER-Tavrida and MASTER-IAC.

MASTER-Tavrida robotic telescope was pointed to the IceCube Alert 190730.87 ( 15h 07m 19.25s , +10d 30m 28.08s, R=0.7552)
errorbox 28 sec after notice time (62 sec after trigger time) at 2019-07-30 20:51:43 UT, and observed it with upper limit 18 mag.
MASTER-IAC robotic telescope pointed 56 sec after notice time (89 sec after trigger time) at 2019-07-30 20:52:11 UT, with upper limit up to 20 mag.

For the FSRQ PKS 1502+106, suggested by Taboada et al. ATel #12967 as possible candidate to source of event and also analyzed by AGILE (Lucarelli et al. ATEL #12967),
