MASTER: OT early outburst with ampl >5.3mag

discovered OT source at (RA, Dec) = 19h 54m 16.74s +49d 44m 21.1s on 2019-03-22.98483 UT.
The OT unfiltered magnitude is 16.7m (limit 18.4m).
The OT is seen in 2 images. There is no minor planet at this place.
We have reference image without OT on 2019-02-14 01:55:56 UT with unfiltered magnitude limit 19.3m, on
2019-03-21 01:31:59UT (MASTER-Tavrida) with mlim=18.3
There is only PanSTARRS source in VIZIER database with rmag=21.6, it means 22m POSS limit in history and more then 5.3m of current outburst amplitude.
Spectral observations are required.
