MASTER: bright optical transient

MASTER OT J014450.47+453242.9 discovery - bright (16.9m) optical transient with Ampl>5.1m
MASTER-IAC auto-detection system ( Lipunov et al., "MASTER Global Robotic Net", Advances in Astronomy, 2010, 30L ) discovered OT source at (RA, Dec) = 01h 44m 50.47s +45d 32m 42.9s on 2017-01-29.03010 UT.
The OT unfiltered magnitude is 16.9m (mlim=19.5m).
The OT is seen in 6 images on 2017-01-29 00:02:30-00:43:21UT with the same magnitude (i.e. not UVCet), and on 2017-02-01 10:15:01.977UT (MASTER-Amur) with m_OT=17.0. There is no minor planet at this place.
We have reference images without OT on 2016-08-11 03:38:55 UT with 19.8m unfiltered magnitude limit (MASTER-IAC), on 2016-12-30 19:31:26UT (MASTER-Kislovodsk) with mlim=20.3.
There is no OT in MASTER-Kislovodsk,-Tunka,-Amur database since 2010-11-01 23:24:48UT with mlim=20.0
POSS 22m limit without OT gives more then 5.1m value of current outburst's amplitude (preliminary dwarf nova)
Spectral observations are required.
