New Cataclysmic Variable detected by MASTER

MASTER OT J173729.43+195938.2 - new CV
MASTER-Amur auto-detection system discovered OT source at (RA, Dec) = 17h 37m 29.43s +19d 59m 38.2s on 2014-01-27.888 UT. The OT unfiltered magnitude is 15.8 (limit 16.9m). The OT is seen in 6 images. There is no minor planet at this place. We have reference image without OT on 2012-08-15.539 UT with unfiltered magnitude limit 18.6m.
The OT at quiescence is identical to the blue star USNO-B1.0 1099-0279013 (17 37 29.336 +19 59 37.14
B1=20.73 R1=N/A B2=20.31 R2=19.93 I=N/A). Color-combined (BRIR) finder chart is uploaded to http://master.sai.msu.ru/static/OT/J173729+195938-BRIR5x5.jpg (2x zoom).
There is nothing at this position in 1RXS, GALEX, 2MASS, GCVS and AAVSO VSX. This area of sky in Hercules is not covered by SDSS. No previous outbursts were detected by CRTS.
Based on the blue color and outburst amplitude (~4m), MASTER OT J173729.49+195938.2 is a cataclysmic variable (dwarf nova in outburst). Follow up observations are required. The discovery and reference images are available at: http://master.sai.msu.ru/static/OT/173729.43195938.2.jpg
