We obtained an optical spectrum (range 330-880 nm) of SN 2016ije, discovered by the Tsinghua-NAOC Transient Survey (TNTS), on UT Nov.23.75 2016 with the 2.4 m telescope (LJT + YFOSC) at LiJiang Observatory of Yunnan Observatories (YNAO). The spectrum is quite blue, but the main spectral features (i.e.,prominent Si II 597.2 nm absorption) are consistent with those of a peculiar, subluminous type Ia supernova a few days before the maximum light. Cross-correlation with a library of supernova spectra using the "Supernova Identification" code (SNID; Blondin and Tonry 2007, ApJ, 666, 1024) shows that it matches with SN 1999by at t = -3 days from the maximum light. After correcting for a redshift of 0.037 (from the SNID fit) for its host galaxy SDSS J015830.25+125528.1, an expansion velocity of about 9500 km/s can be derived from the absorption minimum of Si II 635.5 nm.
