MASTER OT J204806.68+135423.3 discovery - very bright (14.9m) high amplitude (>7.1m) OT

MASTER-IAC auto-detection system ( Lipunov et al., "MASTER Global Robotic Net", Advances in Astronomy, 2010, 30L ) discovered OT source at (RA, Dec) = 20h 48m 06.68s +13d 54m 23.3s on 2016-07-24.16661 UT.
The OT unfiltered magnitude is 14.9m (limit 18.5m).
The OT is seen in 3 images. There is no minor planet at this place. We have reference image without OT on 2015-09-05.87973 UT with unfiltered magnitude limit 20.4m.
There is no OT on MASTER images at -Amur,-Tunka,-Kislovodsk database since 2009-08-28 18:42:03UT.
There is no OT in POSS images (22m upper limit) and in VIZIER database inside 4"
. It means the amplitude of current outburst is more then 7.1m
Spectral observations are required.
The discovery and reference images are available at http://master.sai.msu.ru/static/OT/204806.68135423.3.png
