MASTER OT J071803.26+644745.0 - possible QSO flare

MASTER-Tunka auto-detection system ( Lipunov et al., Advances in Astronomy, MASTER Global Robotic Net, 2010 ) discovered the burst ( GCN #18007 ) at (RA, Dec) = 07h 18m 03.26s +64d 47m 45.0s on 2015-07-10.74346 UT during automatic inspection of Fermi trigger 458235025's error-box.
The OT outburst's unfiltered magnitude is 14.5m (the limit is 17.2m).

There are 6 images with optical transient's outburst. MASTER-Net has more than 50 reference images with quiet OT, for ex., on 2014-03-26.54329 UT with 20.3 unfiltered magnitude limit. 2015-06-01 16:54:40 is the last previous quiet state (MASTER-Tunka images).
This OT is identical to USNO-B1 star with B2=17.93, R2=17.97, I=17.66; also known as GALEX source (NUV=18.863, FUV=19.241) and as the source from SDSS DR10 catalogue of candidate quasars (Brescia+, 2015). Previous outburst was detected as ASASSN-15bq and classified as dwarf nova outburst (UG, AAVSO).

Spectral observations are required.
