Retraction of ATEL #11871 (brightening of 1RXS J170849.0-400910)

We report that our recent announcement of the flux brightening from the magnetar 1RXS J170849.0-400910 based on Swift XRT analysis of obs. ID 00035318161 is incorrect and we therefore retract the announcement. Due to an unresolved issue yet, the flux of only the latest XRT observation differs by a factor 2 from fluxes that have been derived by multiple colleagues.
