MASTER: OT inside Fermi 524493492 error-box

MASTER OT J211643.97+335800.4 discovery - OT inside Fermi trigger (not GRB, but flaring galaxy source)
MASTER-Kislovodsk auto-detection system ( Lipunov et al., "MASTER Global Robotic Net", Advances in Astronomy, 2010, 30L ) discovered OT source at (RA, Dec) = 21h 16m 43.97s +33d 58m 00.4s on 2017-08-15.78324 UT.
We have 2 inspect images and the OT unfiltered magnitude is 17.6 m (limit 19.0m) on both of them.
There was Fermi trigger 524493492 MASTER inspection. But this trigger is likely due to a flaring source within the galactic plane. (see Roberts et al. GCN #21490). There is no minor planet at this place. And there is no known sources in VIZIER database inside 4". The nearest star in 4.2 is not our one.
We have reference image without OT on 2014-09-21.76067 UT with unfiltered magnitude limit 20.4m.

But there are several outbursts in MASTER Net database:

MASTER-Kislovodsk
2010-04-24 23:55:43.33UT with unfiltered m_OT=17.0

MASTER-IAC:
2016-07-12 03:00:05.121 UT unfiltered m_OT=17.5
